1. Open a new image in Photoshop
2. Duplicate the layer twice
3. Drag the second duplicated layer in the layer palette so it's sitting above the background image
4. Go to filters>blur>gaussian blur. Set the radius between 3 and 5
5. Then click on the first duplicated layer and select layer blend mode>soft light
6. Now you should have an image with a smooth, soft glow.
